Start with the essentials

Could the CDCP help you?

The federal plan helps eligible residents with dental costs. To qualify, you need to meet all four requirements below.

  1. No access to private dental coverage

This includes coverage through work, a pension, a family member, a student or professional organization, purchased insurance, or a health spending account that covers dental care.

  2. Your tax returns are filed

You and your spouse or common-law partner, if applicable, must have filed Canadian tax returns for the previous year.

  3. Family income below $90,000

The threshold is based on adjusted family net income, rather than one person’s salary or gross household earnings.

  4. Canadian residency for tax purposes

You and your spouse or common-law partner, if applicable, must meet the Canadian tax-residency requirement.

Access to insurance matters.

Declining available private coverage, not using it, or having to pay a premium generally does not make you eligible. A narrow exception may apply to some retirees who opted out of pension dental coverage before December 11, 2023 and cannot rejoin.

Care the plan can help with

Support for a range of dental needs.

These are examples of services that may qualify. Coverage depends on your needs, the procedure and the plan’s rules and frequency limits.

Some treatment needs approval first.

For services requiring preauthorization, we submit supporting information for a coverage decision before treatment. Crowns, partial dentures and some care beyond frequency limits can require this step. Approval is based on the plan’s criteria.

Understand your share

What might you need to pay?

Your income-based co-payment is calculated using the CDCP’s fees. Those fees may differ from a dental office’s charges.

net income
CDCP paysYour co-payment
Below $70,000100%0%
$70,000–$79,99960%40%
$80,000–$89,99940%60%

A 0% co-payment does not necessarily mean a $0 bill. Additional charges can apply. Canada.ca: coverage and co-payments.

  • 1. A co-payment

Your income bracket may leave part of the CDCP fee for you to pay.

  • 2. A fee difference

The clinic’s fee may be higher than the fee the CDCP uses.

  • 3. Care outside the plan

Services that are not covered are your responsibility if you choose them.

We’ll discuss your proposed care and expected costs before treatment so you can make an informed choice.

From applying to arriving

Your next steps, made clearer.

Whether you are exploring the plan or already have your member ID, here’s how to get ready.

  1. Apply through the Government of Canada.

Use My Service Canada Account or the application on Canada.ca. Have your identifying information, addresses and details of any government dental benefits ready. A spouse or common-law partner needs their own application. Applying is free.

See what you need and apply
  2. Confirm when your coverage starts.

Your confirmation includes your member ID, start date and co-payment level. For care billed to the CDCP, treatment must take place on or after your confirmed start date. Check that your benefits are active before every appointment.

Keep your coverage going

Renew every year.

Your CDCP membership needs an annual renewal to confirm you still qualify. Keep your tax returns and contact details up to date, and watch for notices from Service Canada.

If you miss the renewal window, you can reapply, but there will be a gap in coverage. Treatment during a gap is not covered retroactively.

More practice FAQs
Is the CDCP only for seniors?

No. Eligible children and adults across age groups can apply. The plan’s phased rollout expanded to all eligible age groups in 2025; you still need to meet the eligibility requirements.

Health Canada: plan rollout

Does a 0% co-payment mean my visit is free?

Not necessarily. It means there is no income-based co-payment on the CDCP-established fee for an eligible service. A difference between the clinic’s fee and the CDCP fee, or care outside the plan, can still leave an amount to pay.

Sun Life: member questions

Can I pay the full bill and claim it back later?

No. Sun Life reimburses providers, not patients. We submit claims directly for covered services. Ask us to explain your expected personal portion before treatment, rather than paying the full cost expecting a refund from the plan.

Canada.ca: using your coverage

What if I already have coverage through a government program?

You may still qualify. Provincial, territorial or federal social dental programs may coordinate with the CDCP. Tell us about your other coverage so we can review the relevant arrangements.

Are implants, whitening or braces covered?

Implants and implant-related procedures, as well as teeth whitening, are excluded from the CDCP. Orthodontic services are currently unavailable. Ask us about the coverage of the specific treatment you are considering before making a decision.

Canada.ca: Dental Benefits Guide

Does an approved estimate guarantee the final payment?

No. The claim is assessed using your eligibility and the plan’s fees and policies on the treatment date. These can change after an estimate or preauthorization, so coverage should be checked again before care.

Sun Life: estimates and payments

Do I need a new member card every year?

Your member ID stays the same, even after renewal or a gap in coverage. A card alone does not confirm active benefits. Bring your current coverage information; if you lose the card, your member ID and photo ID can be used.

Sun Life: member cards and IDs

What happens if I miss my renewal?

You can submit a new application, but there will be a coverage gap until the new application is approved. Care received during that gap will not be covered or reimbursed retroactively.
